The level of funding for civilian scientific research in Russia is significantly behind the world leaders and even inferior to some developing countries, says SP.

Last year the expenditure for these purposes amounted to 1.1% of GDP compared to 4.24% of GDP in South Korea, 3,37% of the GDP in Sweden, 3.16% of GDP in Taiwan, accounting for 2.74% of GDP in the USA, 2.12% of GDP in China and 1.28% of GDP in Brazil.

National project “Science” qualitative change does not imply: by 2024, spending on science will grow only 0.1% of GDP to 1.2% of GDP.

Although the nominal budget expenditures on science are increasing, in real terms – adjusted for inflation – they grew by just 9.2% over 10 years. Last year the Federal budget allocated for research and development 422,15 billion – four times less than the maintenance of the officials and bodies of state power (1,643 trillion) and 13 times less than the appropriations for the army and security forces (5,543 trillion rubles).

The current level of R & d expenditure by almost 10% below the 1991 level, and in the next 10-15 may provide not more than 0.15% of potential GDP growth, which “does not correspond to the objective of the transition to a predominantly innovative development model”, says SP.

The share of business in financing the Russian science is declining. In the leading countries 70% of research projects pay a large company. In Russia this share from 33% in the early 2000s had shrunk to 28%.

The total number of people employed in the field of science of Russia rests in the top five countries 428,9 thousands of researchers in 2016. However, salaries for scientists remain low: in Germany the wages of the teaching staff employed in R & d is 3.3 times higher than similar Russian indicator in the Czech Republic – 1.4 times.

“The national project “Science,” which aims to bring Russia into the international competitive position of actions for increase of wages is not provided,” – said the chamber.

Volume of research expenditures per one researcher, Russia rolled in the fifth decade countries (47th place). As a result, the attractiveness of science for young people is falling. The number of scientists up to the age of 29 years and researchers taken after graduation has been declining steadily for almost 20 years: from 14122 person in 2001 to 9985 – in 2017.
