The Russian Union of insurers was sent to the Central Bank the proposals concerning the transition to a free formation of tariffs CTP. To complete the liberalization of “autocitizen” is planned by 2020.

The Russian Union of motor insurers (RAMI) developed the concept of transition to CTP for unregulated government rates. According to “Kommersant”, the document has already been sent to the Central Bank of the Russian Federation.
According to the newspaper, the concept of liberalization, “avtograzhdanki” suggests that the Central Bank from 1 July 2018 will only adjust the ratio of accidents and violations of traffic rules and maximum price of the policy (in the document called the sum of 30 thousand for cars individuals).
Self-insurers will be to determine the following factors: the age and experience of the driver, the restrictions on the permit behind the wheel, the area of use and the power of the car, using a car with a trailer.
The reform also means that from January 2020, the Central Bank will completely abandon regulation of prices for insurance policies.
In addition, the RSA has prepared a second version of the road map, which involves the deregulation of the four coefficients (except for territorial) from 1 July 2018, the maximum basic rate for passenger cars of physical persons is established in amount of 20 thousand rubles.
The newspaper reminds that the head of Centrobanca Elvira Nabiullina two years ago instructed the insurers to prepare a “road map” to phase out regulated tariffs CTP.
