KEF 2017 – new horizons

In Krasnoyarsk from 20 to 22 April was held the third investment forum. This time, he radically changed the agenda, if earlier, the key theme of KEF related to the regional projects, development of industrial infrastructure projects in Russia, now on the foreground there was a discussion of plans for overall economic development of the country as a whole. KEF-2017 has become a platform for exchanges of officials, Industrialists and experts about creating a vector for a new long-term economic growth in Russia until 2025.

So, according to Minister of economic development Maxim Oreshkin, now his Department is preparing a new strategic development plan, according to which Russia’s GDP should grow annually not less than 3% (starting in 2020). However, while the main challenges to achieve this growth, he cited the low productivity and low quality frames. Performance Russia today lags behind many foreign countries in the “tens of percent”. However, as pointed out. to solve these problems is possible without a large investment, but due to the restructuring of business processes and implementation of new management practices. Therefore, currently the Ministry of economic development is developing a priority project aimed at increasing productivity. Elements of this project may be the creation of a knowledge base to aid in the understanding of modern management practices and presenting the best examples for people to learn from each other, reports TASS.

Alternatively, “plan of the Ministry” is another strategy for development of the domestic economy and improve the quality of governance, as outlined by the head of the Center for strategic development Alexey Kudrin. He noted that the proposals of the MAYOR and CSR largely overlap, but the CSR strategy affects areas that are not too widely reflected in terms of economic development: geopolitical risks, the reform of the judicial system, work with law enforcement and assessment of crime. Following the discussion, and Oreshkin, and Kudrin agreed that both strategies are competing with each other, but this competition in the end it may be a high quality document.

While the participants of the forum discussed “what to do?” in order for the economy to work, some regions managed to attract attention to their projects that are already underway and producing results. First and foremost it is, of course, talking about the regions of Siberia. This interest in the region is not accidental, the speaker of the legislative Assembly of Krasnoyarsk region Alexander USS: “Because 2/3 of the Federal budget revenues today it is the Siberian regions. And as if I had not belonged to the so-called commodity economy for the next 30-50 years, this important sector will remain the key to financial stability of the country’s budget.”

On the final day of the KEF under the leadership of Deputy Prime Minister of Russia Arkady Dvorkovich held a meeting on implementation of investment projects of Khakassia and Krasnoyarsk Krai. The meeting was attended by representatives of the ministries of transport, trade and industry, Vnesheconombank, the largest companies operating on the territory of Siberia and Krasnoyarsk territory Governor Viktor Tolokonsky, the head of Republic Khakassia Viktor Zimin and investors.

Arkady Dvorkovich stressed that the main topic of the meeting will be infrastructure provision of investment projects, linking infrastructure to new growth points, to the enterprises, facilities to be built or expanded. Victor Tolokonsky told about the strong investment potential of the Krasnoyarsk territory: at the end of 2016, the volume of investments in the region amounted to about 420 billion rubles, or 27% of the GRP. Among the priority projects – the construction of a new bridge across the Yenisei river, which will connect the strategically important objects, which are concentrated on the territory of the Lower Angara region. Here huge reserves of natural resources. In the development of the territory interested in large mining and timber companies.

To accelerate the development of production and deep processing of agricultural products, is expected to create new capacity in Sharypovskiy district and the use of infrastructure Berezovskaya GRES. For the Krasnoyarsk region also it is important to complete the formation of areas of special socio-economic growth in Zheleznogorsk, where a new economy based on high-tech industries, said Tolokonsky.

In turn, the head of Khakassia Victor Zimin has told about prospects of creation of branch centres of industry, which include the expansion of aluminum production, the reconstruction of German hydroelectric and primarily the dynamic development of the coal industry while opening new coal mines on the basis of the beysky coal field.

Such plans assume growth in crude production and the inevitable extension of the southern corridor of the TRANS-Siberian, which can not ensure a large flow of cargo transportation, said Zimin. In response to this proposal the representatives of the Federal Ministry of transport assured Victor Zimin that have a plan for the phased expansion of the southern direction of the TRANS-Siberian railway by 2020. And it will be implemented. Experts believe, also required a new tariff decision, because the costs for cargo, as the practice has already been repaid. Arkady Dvorkovich also instructed to provide investors with suggestions that will benefit both Railways and shippers.

Both heads of Siberian regions, of course, was pleased with the KEF 2017 . “The goals we have set ourselves on the Forum a year ago on the development of the coal industry, metallurgy, transport infrastructure, many of then were evaluated with skepticism. During the year there have been changes in the world economy. Our projects become relevant. Some of them have already been implemented. This Forum was very important for the Republic of Khakassia solutions. Very symbolic that the work on the implementation of priority for the Republic of Khakassia the project was joined by Deputy Prime Minister Arkady Dvorkovich. Today these questions on the control of the Russian government, with specific instructions for implementation”, – said Viktor Zimin.

But the main thing for him and the fact that the development strategy of the Republic of Khakassia to 2030 for two weeks ago was approved by the President of Russia Vladimir Putin: “the Most important thing on the eve of the forum, we received the support of the President of the Russian Federation Vladimir Putin, there is a specific resolution – to support, to take special control in the Republic of Khakassia, to assist in the implementation of our programmes. Mr Putin’s government reacted and gave necessary instructions. Important for us the specifics and the opportunity for two or three years, implementing projects to create seven thousand jobs, in addition to 8-12 billion before taxes. This is the result of the forum,” quoted Zimin IA “Khakassia”.

No secret pride and “owner” of the forum the Governor of the Krasnoyarsk region Victor Tolokonsky. 45 all of the contracts on the Forum this year, more than 30 accounts for Krasnoyarsk projects that relate to the creation of new capacities for deep processing of forest, implementation of infrastructure projects necessary for business development, projects for processing of agricultural products, developing high-tech industries.

Perhaps one of the few who would like more attention to KEF 2017 , was the head of the Novosibirsk region Vladimir Gorodetsky: at a meeting of governors, he dropped: “I think it’s time to paraphrase Lomonosov. The power of Russia will grow not Siberia and Khakassia”.
