Green auctions will be started in 2020 if the bill, which is included in the agenda for the second reading will be voted on in the next quarter, he will receive in Parliament the necessary number of votes.
“The draft law for the launch of the auctions passed the first reading. Passed the Committee of fuel and energy complex. The latter prepared him to put the bill in the agenda for a second reading. Hope it will be in the next quarter. He pointed out that with the start of a system of auctions, objects which produce electricity from sun and wind, will have an annual quota that will be determined by the Cabinet of Ministers.
“That’s about 700-800 MW per year in all directions renewable sources. But each object will have its own quota,” – said Savchuk.
Also, the official stressed that in the future will be determined by the point where you can set the station for each such point connectivity will fight investors who are bearish.
“Who will give cheaper electricity, he will have the opportunity to enter into a contract of 20 years for the sale of electric energy. But at a price that will be determined through competition,” – said Savchuk.
The Chairman of hasaffectedrows does not exclude that in the first stage, such a mechanism could suspend investments in the sector, but later the dynamics will improve.
“At first it might be a pause because we need another sub base, which will develop the Cabinet of Ministers. Plus, of course, any system that will be introduced will have some flaws that need to be aligned on the go. But then will come to normal dynamics. And will continue to make cheap energy for consumers,” said Savchuk.
Earlier, the head of the National energy company Ukrenergo Vsevolod Korolchuk said that the introduction of the green auction is not possible until 20 April 2020. And compliance report generation capabilities approved by the regulator, according to him, can we expect at the end of March.
Recall, 20 December 2018, the Verkhovna Rada in the first reading adopted the draft law No. 8449-d on ensuring competitive conditions of electricity production from alternative sources. According to the document envisages the transition from 1 January 2020 to a competitive auction of the principle of determining the cost of electricity from renewable sources instead of “green” tariffs.
