As processors of waste paper are going to save the ecology of Russia

A number of steps towards reducing environmental pollution, conserve resources and improve the quality of life of people already done. At the same time the initiative to the industry is faced with active opposition from manufacturers of finished products — to groups of lobbyists in the Parliament.

To date, Russia has come to satisfactory in comparison with the previous years level of processing of municipal solid waste. In particular, are rapidly evolving chip market: the industry managed to reach 3.2 million tons of recycled wastepaper a year. However, the “margin of safety” domestic processors would be enough, and four million tons annually.

What stands in the way of waste paper processing to turn on full power? In the first place — lack of a culture of a responsible attitude to waste the Russians: the modern Japanese do not need to explain that every can, bottle or read the newspaper costs money, which you can get by ordering this garbage on purpose — what our compatriots sometimes do not think.

Does not motivate the Russians to take responsibility for waste, the availability of the tax to incomes of physical persons for the delivery of waste paper: by acting today, archaic rules for delivery of raw materials for processing have to provide passport details — and even to complete the annual tax return, paying 13%. Such conditions are deterred from proper disposal of garbage even pragmatic Japanese.

Nearly two years in the lower house of Parliament is “hung” a bill to repeal the personal income tax rate for waste paper. Its author, state Duma Deputy Alexander Fokin believes that the pit for waste paper is one of the main reasons modern barbaric approach to solid waste management.

“We put in the trash, pieces of wood and whole trees — outraged by the current status of the MP. — We have 14 million tons of waste paper generated is recycled about three million, the rest is emitted. Meanwhile, one ton of paper is approximately 14-17 trees which should be felled”.

It would seem that there is nothing more convincing than the threat of destruction of forests. But in the state Duma, think otherwise: in the opinion of the opponent of the law, the abolition of personal income tax on scrap paper may help some criminal structures to launder money.

“If you want to wash a million rubles, you have to collect 200 tons of waste paper, and that ten eurotrucks of paper is blocked by Fokin. — Even if crime started to do it, can you imagine how much we saved trees, energy, fuel and water? Very idyllic, and it is time to give out all the medals. Another issue that will not be a crime to do this. But the citizens will, if they do not need to walk around with passports and fill in a Declaration.”

However, the Duma Committee on budget and taxes, these arguments are not impressive, Fokin continued: “I have a year and a half trying to convince the budget Committee. We have all grades, and they show that the law should take. Everyone understands this, but the budget Committee does not understand”.

And the reason for the rejection of the law on the abolition of personal income tax is simple: it is 100 billion that have been in the timber industry, said the MP. “Gather we from the 12 million tons of waste paper at least 5-7 million, we will make unnecessary the workpiece 60-70 million trees. And it’s not profitable to not only the timber, but the mills that make wood pulp. That’s the whole reason”.

In addition to “frozen” in the state Duma law on the abolition of personal income tax Fokine belongs to and the bill to abolish the value added tax on scrap paper exported abroad: this document was adopted by the lower house a year and a half ago, but its validity is only two years.

“The abolition of VAT gives an explicit positive effect — emphasizes Fokin, comparing the field of recycling with the situation around the sale of scrap and waste of nonferrous and ferrous metals at the end of “zero”. — As soon as it was adopted the corresponding law immediately stopped the stealing and cutting wires. But the situation with waste paper is a more vivid example: when the actual price for waste paper in Europe 100 euros per ton, while in Russia it is because of the existence of a repayment of VAT of 18%, it reached 203 euros per tonne!”

The cancellation of VAT on scrap paper allowed to get rid of the manipulation in the export of processed raw materials abroad, when the one-day firms returned the amount of value added tax. According to the Deputy, in the first half of this year, the country’s Treasury was replenished by seven billion roubles in the form of VAT — in addition to those billions that have not paid in 18% and thus saved.

“I think that by the end of the year, the amount received by the Russian budget due to this law, will amount to 13-15 billion rubles. On the basis of apparent effectiveness of this law, it needs to work on, but there is a huge lobby, there are forces which would like to cancel it. Why? Because it is large financial flows that those same billions,” — says Fokin.

In addition, Russia is on the verge of a sharp rise in price of paper products due to uncontrolled export of waste abroad. Now take out of the country annually about 200 thousand tons of waste paper: against the background of the reluctance of the authorities to legislatively boost the sector of processing of raw materials, this can lead to a shortage of waste paper in the domestic market.

Previously, the state to regulate the export, but it was only a temporary measure, which did not renew. Today in the conditions of commodity deficiency, more than ever is a request for an increase in production volumes of processing plants: to stabilize the market again it is necessary to regulate the export of waste abroad.

It should be noted that this measure was supported by representatives of the regional government. The Deputy Governor of Tula region Vyacheslav Fedorischev and head of the Perm edge Maxim Reshetnikov sent to the Ministry of economic development of the Russian Federation its recommendations to address the lack of waste through regulation of exports.

According to regional authorities, re-introduction of customs duty will help to overcome the raw material shortage and stabilize the market. This, in turn, will provide loading of capacities of processing enterprises, increase of production volume and increase the level of employment and, as a consequence, the growth of receipts in the regional and Federal budgets.
